I apparently had Arma 3 installed on both my C and D drives, so when I would attempt to download mods it would just not work. Thank you for the answer though.

Open Arma 3 Workshop and select the scenario tag. Find a scenario you like. Click subscribe on to subscribe to a scenario. It will automatically download when the game is started. The subscribed scenario will be downloaded and found under the Steam Subscribed Content.
Open Arma 3 Workshop and select the composition tag. Find a composition you like. Click on to subscribe to a composition. It will automatically download when the game is started or is already running. The subscribed composition will be available to place under the Steam Subscribed Content listing. You can also subscribe to more compositions directly from within the editor by selecting the Steam Subscribe Content item and pressing at the bottom of the Asset Browser.
Open Arma 3 Workshop and select the mod tag. Find a mod you like. Click subscribe on to subscribe to a mod. The Mods tab in Launcher allows you to configure Steam Workshop mod content. From here you can see a list of all your subscribed content. Workshop supports uploading unlimited size items containing multiple files. The Mod Info presents detailed info about a mod and is opened after click on any mod in the list of mods.
Launcher is able to handle mod dependencies one mod requires different mod for proper functionality and offer download of missing mods from Steam Workshop.
Unload mod with dependencies This dialog warns user when trying to unload a mod which is a dependency for any other loaded mod.
